Alameda County Partners with the Rental Housing Collaborative to Create A Housing Provider Resource Center for the Unincorporated Region
Oakland, CA – Alameda County Housing and Community Development Department announces the launch of a new rental property owner support program in partnership with the Rental Housing Collaborative (RHC).
This groundbreaking Housing Provider Resource Program (HPRC) program launched on October 25 and will roll out in phases through Q4-2024. The goal of the HPRC pilot is to improve housing access and quality across unincorporated Alameda County including Ashland, Castro Valley, Cherryland, Fairview Castlewood, Happy Valley, San Lorenzo, Sunol, Hillcrest Knolls, and surrounding areas. The HPRC will provide a hotline and website for housing legislative updates, property owner and renter rights information, compliance support, property management best practices, and program navigation services.
The HPRC will also offer access to educational webinars, workshops, and public events that serve rental housing providers and other stakeholders within the community. “The resources provided through the HPRC support the continued legal, safe and sustainable operation of rental properties by focusing on the unique needs and issues in the Unincorporated County. This is an opportunity to create a line of communication between rental housing providers and HCD in order for the County to respond to the housing needs of the community ,” said Michelle Starratt, Alameda County, HCD Housing Director.
The Center is a significant step forward in supporting and empowering rental housing providers in Alameda County. Through a phased approach, the Center will address the needs of smaller rental owners/operators who, historically, have had limited access to municipal services to support their businesses. The program’s scope includes email, web chat, phone and virtual appointments, multi-site locations for drop-in assistance, and multilingual support. The Center’s mission is to empower people with information, foster good owner/renter communication, and establish a more harmonious housing community.

Alameda County Supervisor David Haubert also expressed his enthusiasm for the partnership, stating, “This collaboration is a significant step forward in addressing the housing challenges our county faces.”
The pilot program in the unincorporated region will run for one year. Outcomes will be evaluated to determine the potential for county-wide expansion. About the Rental Housing Collaborative (RHC):
The RHC includes the East Bay Rental Housing Association (EBRHA), Berkeley Property Owners Association (BPOA), and Rental Housing Association Southern Alameda County (RHASAC). The three non-profit organizations represent the interests of rental property owners and managers in Alameda and Contra Costa counties and dedicated to promoting fair and equitable housing policies. They provide education, resources, networking, and advocacy for 2500 members who own/operate over 70,000 rentals, providing homes to almost 200,000 residents.
